If I go over to those phones DND isn't on. So I turn it on & off & the icon goes away, but then it comes back again as soon as I hit "Submit Changes" on the PBX. Is there anyway to fix this?

I cannot tell you for sure. You can remove all the fop2states entries by hand:

asterisk -rx "database deltree fop2state"

And if you can, try to create a special user for fop2 like this:

It the problem occurs when you "submit changes" I assume you use FreePBX, and thus, it is a FreePBX bug/error.

What is the output from this after you "submit changes"?

asterisk -rx "database show DND"

Do you see anything?
