Load Admin module in FreePBX hangs

I uploaded the FOP2 Admin using Module Admin in FreePBX 2.7.0
After clicking Process I get
FOP2 Admin 1.2.8 will be installed and enabled
as expected.
When I click the Confirm button I get orange box that says Please wait while module actions are performed.
That was not a surprise.
The problem is the box never goes away. Even 2 days later if I go back to Module Admin, it does not think it is loaded.
Can someone either give me an idea what is wrong or point me to a log file that will have some pertinent information?

    Perhaps the apache error_log will give you a hint, it seems you might have display_errors disabled for php and you have a blank screen instead of debug information. Some thing you might want to check: be sure you have the parking lot module and the queue module (both are base modules for freepbx), fop2admin is dependant on those.

    I looked and Queues are not loaded in FreePBX. I was going to install them, but now FreePBX hangs anytime I try to refresh the modules list. The list will display, but when I try

    FireFox just hangs waiting for a response. /var/log/httpd/access_log does not show anything for the request.

    It was the lack of queues. Once the FreePBX website came back online I was able to load queues and then the FOP2 Admin.
