Fop2 does not know about USEROUTCID, TRUNKCID, or anything FreePBX for that matter. FOP2 is an asterisk utility, not a FreePBX utility.
When dialing from FOP2 the callerid is set to the extension number that you define in the button configuration itself, you could create a manual button configuration and set that extension to whatever you want, and it *migth* work, but you will probably break transfers to that extensions unless your dialplan accepts that useroutcid as a valid inbound extension too.
