Not sure if I understand your question.. I can say that user settings are stored on the server, so they will be remembered. There is nothing to do on your side. If you want to disable/enable sounds globally you can edit /var/www/html/fop2/js/presence.js (but user settings will override whatever global setting you might have there, so you could disable sounds globally and enable it for some user).
No, it is not standard. Connfiguration is stored ON THE SERVER for EACH USER. If you turn off the sound for extension 100, it will be "remembered", but for extension 100, not for extension 101 and 102.
