Ordering Buttons

I'm looking for a way to change the order of the buttons on a per user or per group basis.

Right now the only way I see to re-order the buttons is to create separate contexts and specify a different configuration file, which seem to make this un-necessarily complex.

Any suggestions?

Button order is a global for each context so you have to create panel contexts if you want them different.
