Its explained in the online documentation to a great detail. If manually configured, you set users and permissions in the fop2.cfg file. Please read the documentation:
The automatic configuration will default to "all" permissions to everyone. You can tweak that script or download the beta together with the FreePBX module to set individual permissions. Or set up users manually. Search in the forums for download locations for the beta, there are several posts. I am just about to release the beta as version 2.10. You can also wait a couple of days for the official release.
