FOP2 not starting - SQLite

I have a 2.26 install that has been in and working for well over a year. It has wokred well with an occational need for the server to be restarted. After an extended power outage we are not able to restart the FOP2 server. When starting with a -X 7 i get the foloowing:
./fop2_server --test
Flash Operator Panel 2 - Valid License (7)
install_driver(SQLite) failed: Tie/Hash.pm did not return a true value at /loader/0x8e86e5c/DBD/SQLite.pm line 547.
Compilation failed in require at (eval 28) line 3.
at script/fop2_server.pl line 6921
I have poked around and the perl install seems to be working. Any ideas on what might be causing this? I have attemted to revoke the license to reinstall but get the simular message as above:
License Revoke
Enter your serial code: xXxXxXxXxXxX
URI/http.pm did not return a true value at (eval 27) line 3, <> line 1.
Any help would be appreciated.
My next attempt will be to get an upgrade license and reinstall from scratch but would rather know why this issue is occuring.

I removed
/tmp/root-par/cache-xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx
restarted the fop2 server and all came back up as expected. I assume that the tmp directory was corrupted due to the power fail.
