Chat IM dosnt pop up

I have two users logged into FOP2. Both have permission to "chat", both can pull up the chat window and type in a message, but neither person gets the incoming message. Are there security settings in IE that need to be set changed? maybe firewall rules? Compatability mode, Java stuff?

    Chat and some other features in FOP2 use the UserEvent command for the Asterisk AMI. For that to work you need the "user" permission in /etc/asterisk/manager.conf . Do you have that enable? Also, in order to chat, both extension should see each other in the panel itself (and not have filters that could limit one from viewing the other).
