Upgrade to 2.29 Failure

Just upgraded to FOP2 2.29.
Doing this on my lite version first before I go to the production machine.

My buttons are gone and my action bar shows only the conference button.
My user has privileges set to all.
Also, the panel shows that I am still using version 2.28.

What did I do wrong in the upgrade process?

    If you see version 2.28 on the footer, then clearly the upgrade was not complete. perhaps you did not restart the fop2 service?

    service fop2 restart

    Also be sure to refresh your browser cache.
