User specific plugins

I can see when setting up user access to the system that I can specify various permissions for each user and also there is a list of plugins titled: "Select the plugins that you want to load for this user". However they are all ticked and greyed out so that all users have all plugins. How can I set these on a per user (or per group basis)?

    In the plugins tab you have a checkbox in every plugin to indicate that its a global plugin. That is a shortcut way to assign a plugin to everyone, but at the same time, it won't let you uncheck the plugin on the User edition tab (as it is global!). So, go to the plugins tab, remove the global check and then edit users and assign plugins individually.
