Migration from one server to another

How would I go about migrating all user information, passwords, groups, settings to a new server?

I tried backing up fop2.cfg and fop2settings.db from one server to another and this didn't work.

Any help? thank you.

I'm pretty sure that is stored in mysql. If you do a backup of your server and restore that, it should carry over. That's been my experience.
