FOP2 Doesn't Utilise Contact List to populate CID Name for Outbound Calls

Basically what the title says. When I call out from an extension to a number in the contact list, the "line 1" field only shows the number that I called. If that same number calls in, I see their contact name on "line 1". Is there a way to get this same behavior for outbound calls?
