I have licensed plugins - can't install in manager?

I have a stand alone install of fop2.
Test shows correct:
[root@www fop2]# ./fop2_server --test
Flash Operator Panel 2 - White Label Version
Flash Operator Panel 2 - Valid License (/usr/local/fop2/fop2.lic)
Flash Operator Panel 2 - Featureset: Voicemail Explorer & IM Chat
Flash Operator Panel 2 - Allowed Tenants: 5
Flash Operator Panel 2 - Licensed Plugin: speeddial
Flash Operator Panel 2 - Licensed Plugin: queuestats
Flash Operator Panel 2 - Licensed Plugin: followme
Flash Operator Panel 2 - Licensed Plugin: callflowfpbx

Connection to manager OK (010000)!

I see an error on the admin panel "Panel Server is not responding. Be sure the service is running!"
But it is running?
I'm presuming the connection to the service is why the admin panel doesn't recognize the unconnected plugins that are already licensed. Any ideas?

    I don't really use the manager as I build my own config. is there a way to download the plugins manually?
