fop2_server error 4 in libcrypro.so

I succesfully installed FOP2 version 2.31.36 on Incredible PBX 2027-R-20 running on Rocky linux 8 with no errors, but I can access to the panel only for few second after restart fop2 service.
Form the ESXi VM console i can see the following error every time I try to access to the web page:

I checked the file file /usr/local/fop2/fop2.cfg and the certificates seems to be correctly specified:
ssl_certificate_file=/etc/pki/tls/certs/localhost.crt
ssl_certificate_key_file=/etc/pki/tls/private/localhost.key
I also try to launch the script /usr/local/fop2/setSSL.sh
Even if I cant access via web, if run:
/usr/local/fop2/fop2_server --test
it answer:
Flash Operator Panel 2 - License file /usr/local/fop2/fop2.lic not found.
Running in Demo Mode
Connection to manager OK (090000)!
What can I do?

    I checked my openssl version which is 1.1.1k but on the error I got is written libcrypto.so 1.0.0 so I tried to search for the libcrypto.so and I found the following:

    Problem solved installing libnsl package
