Why do Virtual Extensions show as inactive buttons in FOP2?

Virtual Extensions showed as active buttons in version 2.31.28 (Panel Manager Version 1.2.2). After updating to 2.31.29 (1.2.3) they are grayed out. What changed to cause this? I need Virtual Extensions to show as Active.
