I purchased annual upgrade license. Still can't register 2.31.15

I have two servers, both with licenses of fop2. One is a secondary that only gets used during failures of primary. During a recent failure, I had to swap the IP addresses of both servers. I then found the secondary (now primary) license wasn't active... It seems I upgraded it to version 2.31.15 without having paid for the annual support.
If I run an upgrade, I get these errorsFlash Operator Panel 2 - Invalid license. Running in Demo Mode No valid license foundI revoked successfully, but register says
$ /usr/local/fop2/fop2_server --register License Activation ------------------ Enter your serial code: xxxxxxxxxxx Serial code not available for version 2.31.15. You can register only version 2.30.00It doesn't even try to ask me for the annual upgrade license... So how do I enter it???
As a comparison, my primary (now secondary) phone server is running fop2_server version 2.31.19, and running /usr/local/fop2/fop2_server --upgrade prompted me for the annual code and reactivation was successful.
Oh, and one other datum, this problem server had the built-in ethernet card go bad some time ago, so we are now using a new card (which means we use eth5 instead of eth0). Perhaps that could be an issue?
Word from the wise, you might want to upgrade your licensing system to give better error reports... Or revisit your installation documentation... or a new section just for common licensing issues. Your forum shouldn't be filled with repeating problems as simple as this.
