I think we fixed already your issue via email/chat. In any case, for posterity and other fellow users, here goes the response:
FOP2Admin is the freepbx managment module for FOP2, but it is not FOP2. You do not only need to install fop2admin but also the fop2 software itself from the server command line. You can either install from .tar.gz or from the Elastix market.
