OPerating fop panel independent of the asterisk server

hey folks,
I have configured my fop2 panel on my asterisk server. But I want to use the panel on another machine., I was able to display it an perform actions. When a extension is clicked and an action is performed ,the sip phone on the server rings when it is picked up ,only then action is performed like dial or transfer.Is there a solution where i can just transfer calls without using the sip phone on the asterisk server ,since the asterisk server and the machine displaying the panel are in 2 different places..
