Checkdir poptype 'Hangup' always being fired.

We are migrating a customer system and have noted that the 'pop' for hangup is always firing now
We get "GET /fop2/checkdir.php?poptype=hangup&clidnum=OTg5ODk4&clid" or similar
even though we have the setting in fop2.cfg set to :
notify_on_ringing = 0
notify_on_connect = 1
notify_on_hangup = 0
we dont get the ringing pops so that setting is being honoured.
Any ideas would be gratefully received -
