If you have individual channels , then there is no need to set a range, you could use a same number fake range, like 23-23 and see if that makes a difference.
It turns out I was changing the FOP1 config file in the wrong place, FreePBX 2.10.0 has it in a different place and when I made the changes there, the problem was fixed I now have both running but FOP2 still has a few tweaks to be made...
