I need some time to test when I get back to the office but I suspect you are absolutely correct and that would explain why queue members update properly but queue members do not. Your manager is disconnecting the fop2 server connection, try to increase writetimeout in /etc/asterisk/manager.conf If you have a really busy manager, you might want to enable the event_mask to reduce the noise... all the "Reporting" manager events are not needed by fop2 and they add up quite a lot..
