The submenu is not about permission only. For queue actions, a queue button must be displayed. If you are on the free version, with a 15 button limit, it is possible that the queue buttons are not showing because the limit was reached. So, no queue actions will appear even if you have all permissions set. The easiest way to test is to go to "fop2 buttons" and add an email to your extensions, then click on the presence icon for those extensions (with an email set).
