Now, if you have an old fop2.js in your browser cache, or an old sprites.png file, it could alter the looks for sure.
In any case, you say that you see a gray line and no actions and that you should see actions. I already told you that perhaps your permissions are not enough to have those actions shown. I am positive that fop2 works perfectly well and displays the actions if the conditions are met. I cannot be sure the conditions are met in your case, so the only way is that you let me log into your panel and see that for myself.
