Not sure what your problem is... you cannot create groups with the same name in the FOP2 Manager, that is normal/intended. Creating a group does nothing in particular, unless you assign that group to a user in the Users tab. So, go to the users tab, edit your user, and uncheck any groups it might have, leave it with no groups selected at all. Then save, reload fop2 and try to log as that user, do you see buttons then ?

Log into the fop2 manager (http://your.server/fop2/admin). Click the users tab, edit your user and unclick any groups it might have, save, reload fop2 via the actions menu, and try to log again with that modified user. Do you see other buttons then?

To have "visible" groups you must go to "FOP2 Buttons" and fill the "group" field on every button. You do not want to create any groups in the "FOP2 Groups" page, that is for other purpose. If changes in the buttons page do not stick, it is most probably because you have a short limit in the max_input_vars settings in php.ini . You should edit it and increase that limit. Best regards,
